If you’re searching for a woman of celestial beauty, limitless grace, and delicate composure, you’d best keep looking. Seiko Xifeng grew up in the lower ring of Ba Sing Se and has the scars and callouses to prove it, marking her a distinctly coarse person at times. Everything from the way she stands, sits, walks, or talks bespeaks her heritage and training as a Dai Li molded out of a rough, peasant girl, making her seem more soldier than woman, at most times.
While not necessarily unattractive or lacking in feminine features, Seiko’s not exactly the type you find in a teenage boy’s late-night dreams. She stands at an average height with more brawn than curves, but her green and black Dai Li robes cover these features more often than not. Like many in her nation, her skin is darkened both from birth and sun, and her brown eyes are a step less noticeable than the brilliant green ones many of her kin sport, matching her dark brown hair she usually keeps bundled behind her head.
All in all, Seiko may not be the prettiest, most unforgettable member of the Earth Kingdom, but she is what she is, and she’s learned to stand up and square her shoulders to it.

Taken care of directly by the Earth Kingdom, Seiko has little to carry besides the equipment of a Dai Li agent. The robes, rock gloves and shoes, and surveyors’ chains are all items she wears or uses on a regular basis, and leaving them behind is simply uncomfortable, now.
Combat Skills:
Earthbending – While not a natural, and certainly no master, when it comes to Earthbending, Seiko has spent years of work to reach her current capabilities. What she lacks in talent she’s made up in persistence and aggression, putting her on a similar course with other Dai Li agents of her age and experience as an adept in Earthbending.
Marksmanship – Although her main skillset is in bending, Seiko is still a pretty fair shot when it comes to projectiles, be it the surveyors’ cuffs, small pieces of earthbent stone, or traditional weapons such as a bow and arrow.
Rock Gloves – The Dai Li have mastered the rock glove technique. Similar to an earth gauntlet, they cover their hands in small rocks and project them at a target as small projectiles or compacted fists to bludgeon an opponent. A more refined and favored method however is to use them as detachable hands, maintaining the hand shape and literally grabbing and restraining the opponent from a distance.
Rock Shoes – The Dai Li also used shoes made out of earth to slide to travel faster and to cling to walls and suspend themselves on the ceiling.
Talents:
Singing – Despite having sharp tongue and a rough cheek, Seiko has a surprisingly good singing voice, even if she’s usually not in a state of mind to use it.
Perseverance – While her personality is often rash and explosive at best, Seiko’s bull-headedness and slow learning rate has afforded her a modicum of perseverance and patience when tackling problems. This does not, however, usually apply to putting up with people beneath her.

When she became pregnant though, the merchant and soon-to-be-father, wished to move their beginnings of a family to the great city of Ba Sing Se.
Here, Seiko was born. Though her parents were not without love, they soon conflicted over their future, her father hoping to set up a business in the lower ring while her mother wished to continue seeing the world, despite the child. When it became clear that there could be no agreement between the man and woman, the two separated, leaving Seiko in the hands of her father who wished to create a permanent career within the city.
Now saddled with the sole responsibility for a toddler, Seiko’s father did his best to make ends meet, though it turned out he made a much better traveling merchant than a permanent one. With a struggling business that awarded few hours at home, the man grew distant with his child early on, choosing instead to spend his hours at home drinking away the troubles of the day. Consequently, Seiko took to the streets for her company, becoming little more than a grubby urchin.
Teasing and bullying the children stuck in school all day, Seiko found a satisfaction in the wayward life on the rough roads, learning to find her own food and returning less and less to her savorless home. Before long, the few hours she did spend at home turned violent, a clash between her own abrasive nature and her father’s drunken ways, and she chose to leave it altogether, vanishing into the warren of a city she’d grown up in. Without any boundaries now, the girl turned into little more than a scamp and a thief, terrorizing children and merchants alike from sun-up to sun-down.

Each day felt less and less desirable, and the exhilaration she’d once found in the pursuit of lawlessness became harder and harder to find again. In the hopes of trying to stir some ounce of excitement, Seiko began pushing the limits of her community without restraint, even going so far as to purposely harass the guards that chased her every day. It was, at this point, that the Dai Li finally got a hold of her.
Tossed into a lightless cell, the now-teenage girl was beaten and harassed for days on end until her spirit finally broke. When someone finally decided she’d had enough, they were to throw her back onto the streets, but the girl protested, asking instead to join the group. Perhaps someone took pity on her, or maybe another just thought it would be amusing, but they let the runt into their midst, and she wasted no time in proving her small amount of worth.
For her, the Dai Li became the family she’d ultimately call home. As her rogue-like spirit was crushed, she built on the ruins a life of refined ruthlessness, a true embodiment of the secret police’s character. Even though she was not the prettiest or most talented member of the group, she persevered through training and trouble, becoming just as terrifying of an enforcer as the rest of them. Today, Seiko roams the streets of Ba Sing Se, ready to lay down the law without inhibition or restraint, her recklessness and indomitable nature now given a legal punching bag.

While her training as an agent of the Dai Li has afforded her a certain amount of respect and discipline to authority, the nature of the job lends itself to her destructive personality. Wasting no time in picking on the weak and harassing any enemy of the state, Seiko is most comfortable in situations where she can dominate other individuals through sheer force of will.
At her heart she is, undoubtedly, a very broken person. Her belligerent behavior is a simple cover for her own shortcomings, personally and as a member of society. While her conscience is soothed in part by her civic responsibilities now, a part of her understands it really is little better than her old criminal life. This, paired with her rugged history of abuse and poor choices, makes her a guarded and sharp-tongued individual, always the first to insult or mock in a given situation.
Despite all this, perhaps because of all this, Seiko is proficient in what she does.
