The idea here is to balance the mechanics of being a child character as well as reinforcing older age. This would abolish the set in stone ability gain of adept or master for ages as well.
Part 1- Buy Back.
Adult (or late teen) and above are able to buy certain abilities at character creation without spending a single plushie. They must then collect the plushies required for all of the abilities they bought before they can start to gain any more abilities. In effect making an adult with appropriate abilities will create a plushie debt. When you would otherwise earn a roll for a plushie it will be knocked off of the debt instead (lowering white lotus tile chance). Ages 15 plus would also not start with the initial 3 plushies and they would not count toward the debt. (Unless they choose to buy nothing)
Below 15: No starter abilities other than novice bending (or novice weapon mastery for nonbenders)
Age 15-29: One * ability. (3 plushie deficit) 24% Worth of Lotus tile chance lost during deficit period. (So more than likely Adept bending)
Age 30-49: Two *, one ** ability. (12 plushie deficit) 60% Worth of Lotus tile chance lost during deficit period.
Age 50+: three **,two ** (15 plushie deficit) 72% Worth of Lotus tile chance lost during deficit period.
This would award child characters more luck for the short term. Adults and elders would still catch back up rather quickly, but they would forfeit all of those rolls that could result in lotus tile chances. The eldest characters could even start with some of the harder to gain abilities, but would have a lot harder chance of progressing toward legionaries at first.
