This is a list of important roles that you could fill here. These characters aren't defined at all so it would be up to you to interpret.
Northern Water Tribe
Chieftain- Supreme leader of the Northern Water Tribe. He has at least one daughter, the Princess of the water tribe and at least one son (The Prince) and a wife. Additional children optional.
Water Bending School Master- Runs the school of waterbending. Boys only!
High Priestess of the Moon- The spiritual leader of both the Northern and Southern water tribe. She is the caretaker of Tui and La and also teaches the healing arts to female waterbenders. She also has many acolytes who perform spiritual duties for the water tribe.
Water Tribe War Master- The leader of the Northern Water Tribes Defense Forces.
Fire Nation
Admiral- The leader of the Fire Nation Navy.
General- Commander of the Fire Nation Army.
Yu Yen Archer Commander- Leader of the Fire Nation's elite archery unit.
Rough Rhino Commander- Leader of the Fire Nation's elite mounted combat unit.
Yu Dao Governer- Oversee's the rule of the Fire Nation Colonies. Needs at least one son, a daughter, and a wife.
Fire Sages- Most are corrupt servants of the Fire Lord, but some still serve the Avatar in secret.
Earth Kingdom
Earth King- @lee
Dia Li Secretariat- Leader of the Dai Li, servants of the Earth King (or does he serve himself?).
King of Omashu- Could it be Bumi's dad?
Generals, Generals, Generals- There are lots of generals in the Earth Kingdom.
Air Nomads
One of the four council leaders- One for each temple, Gyatso has the Southern air temple. Two female positions and one male postion (and Gyatso). They oversee the affairs of the Air Nomads.
Elder Monk- Advisers to one of the council leaders.
Bison Master- Eastern Air Temple female who raises all of the sky bison that are distributed to the Air Nomads.
Southern Water Tribe
Chieftain- Their are many chieftain among the southern water tribe and they have a voice in council.
Elder- Their are many elders and they have a voice in council.
Southern Moon Priestess- Spiritual leader of the southern water tribe.
War Master- Leader of the Southern Water Tribes defense forces.
Foggy Swamp
High Shaman- A female who is the spiritual leader and voice of the Foggy Swamp.
Grand Huntsman- A male who oversees the gathering of food.
Si Wong Desert
Czar- Leader of one of many Sand Bender hordes. They often war among one another.
